You can learn to dive in Singapore and it does have dive sites. However, it is in easy reach of much better dive sites at Tioman and elsewhere in Malaysia and Indonesia. The water is warm and a 3-4 mm wetsuit should suffice
When in Singapore remember that it is illegal to drink alcohol in public places (eg not in either a bar and restaurant) from 10.30 pm to 7 am and all day at weekends in certain areas.
